Contact your Supervisors
and let them know how you feel about the expansion of parking meters in the neighborhoods. Request their presence at all public meetings with the SFMTA.

The SFMTA is holding public meetings all over town to present their plans as part of their “public outreach”. They are not publicizing these meetings. It is up to up to get your neighbors to attend. Don’t accept SFMTA’s plan unless it meets your demands. Organize your neighbors and be prepared to present YOUR plan. Send your stories to the press and make sure your voice is heard.
The NEMC is requesting:
- Create a Preferential Parking Zone encompassing the NE Mission for both residents and businesses
- Both businesses and residents can apply for Preferential Parking Zone permits, just like elsewhere in the city (PDR businesses could apply for a limited amount of additional permits for employees) The permits would exempt the holder from paying for parking meters within the permit zone
- A mix of all-day meters on some primarily retail/commercial blocks, and 2 and 4 hour time limits on other blocks
- Longer time limits with shorter enforcement hours on some blocks (ie: 4 hour parking between 9:00AM and 3:00PM)
- Replace parking spaces that have recently been eliminated with angled parking on some streets

February 20, 2013 ENUF/SFMTA Meeting notes:
http://www.sfenuf.net/PDFs/ENUFMissionFeb2013.pdf
North East Mission Parking Management Plans are in flux like many others in the city.
SFMTA has asserted that they will solve parking and Muni issues primarily by allowing RPP zoning for current residents and perhaps allowing for PDRs to have some, as yet to be determined, parking permits. Plans include installation of meters.
Tools for creating a block parking plan include:
- A residential parking permit program;
- A business permit parking program;
- Zones for commercial use;
- 1 – 4 hour signed-parking zones; discuss
- Meters in appropriate locations; and
- Replacement of parallel parking with perpendicular parking. This is supposed to be implemented on some streets according to Latest letter from SFMTA
- A pre-paid card at a flat rate per 1-hour unit
Issues and methods might vary as each neighborhood works independently, as well as through the larger group to realize our shared goals.
ENUF Grassroots Planning
This letter from SFMTA and the recent 17th Street bike lane closures that went into effect overnight indicate how the SFMTA is operating in our neighborhood without regard for residents and other stakeholders.
We are organizing the Eastern Neighborhoods on a block-by-block basis. Each block will come up with a plan and information relevant to their needs.
The block plans will be harmonized on a neighborhood basis and then, we will negotiate with the SFMTA.
Block Captains
We are looking for block captains and volunteers.
Block Captain Job Description:
- Distribute surveys. Survey can be done online or on paper.
- Once demand is determined, develop/draw initial parking management plan for your block.
- Organize meeting with neighboring blocks to determine impact on each other.
Consider this an opportunity to create a better neighborhood by getting to know your neighbors, taking pride in defining the needs of and creating improvements for your neighborhood. We can do a better job of assessing our needs and creating a parking management plan than the SFMTA plans chosen for us.

1. Allow expansion of RPP zones in areas appropriate with four-hour time limits. There are many streets that are mixed neighborhoods that have RPP zones. See map:
